Start with a scope, not a total.

A budget describes a specific project. Define the building size, site work, finish level, approval status, delivery approach and exclusions before asking what it costs.

When the scope changes, date the change and update every affected estimate. A contractor number based on yesterday's plan does not price today's design.

Keep a basis-of-budget note: drawings used, quote dates, assumptions and unresolved items. This makes later comparisons possible and prevents an early rough estimate from being remembered as a firm commitment.
